1. Scope
This manual defines the minimum requirements for submitting CAMDS China Automotive Material Data
System (CAMDS) for PPAPed parts and is applicable for all suppliers submitting PPAP (new PPAP or re-
validation PPAP, could also be prior to PPAP due to Chinese government regulations) to various Eaton
Vehicle Group Plant Locations supplying to customers in China

2. Objective
The purpose of this manual is to instruct and educate our Suppliers in creating Material Data Sheet (MDS)
in CAMDS that meets Eaton’s requirements. An accepted MDS is one of the requirements to receive full
PPAP approval

3. Product regulatory Compliance
Starting January 1, 2007 EU member states have implemented the EU End-of-Life for Vehicles Directive
2000/53/EC and 2005/64/EC. With the rapid development of China automotive industry in the past years,
the scraping and recycling issues of end-of life vehicles became evident and had to be addressed
considering its significant impact on the development of China auto industry, the situation of energy and
resources consumption as well as the environmental protection

The National Development and Reform Commission(NDRC), Ministry of Science and Technology (MOST)
and State Environmental Protection Administration(SEPA) promulgated "Recycling and Reutilization Policy
of Automotive Product" (herein after referred as "Technical Policy") jointly on February 6, 2006. The
"Technical Policy" is a guidance document to bring together China automotive product scrapping and the
recycling system, which involves the whole supply chain of automotive industry. The target of this
"Technical Policy" is to make all the domestic and imported auto vehicle products reach the world
advanced level after year 2017 in terms of recoverability rate (95%). CAMDS is a product data
management platform for implementing the "Technical Policy”, carrying out the certification of
recoverability rate and prohibited/restricted substance and improving the recoverability rate of China
automotive material. It will help the auto manufacturers to conduct information management of various
products and links in their supply chain

3.1 China Automotive Material Data System
At Eaton, environmental considerations (2) are an integral part of our business practices. Eaton CAMDS is
a tool for collecting, analyzing and a maintaining information on supplier part material data

Suppliers are required to ensure that the PPAP document and sample submissions are in accordance with
the requirements of the Automotive Industry Action Group (AIAG) PPAP Manual-latest edition(1). The
CAMDS structure closely follows the IMDS (International Material Data System) structure and in order to
maintain data integrity and consistency, Eaton recommends following the same guidelines for submitting
CAMDS reports too. Eaton follows CATARC (China Automotive Technology & Research Centre) (3)

prescribed CAMDS tool for collecting data within Materials, section of PPAP documentation. Please see
the CAMDS (User Manual v2.0 for information on registering suppliers and navigating the system

In the CAMDS all materials present in finished automobile manufacturing are collected, maintained and
analyzed. It is the Standard for the automotive industry and a part of the PPAP process

The CAMDS is maintained by China Automotive Technology & Research Centre. The registration process
is hierarchical. An OEM must register their Tier 1 suppliers  Tier 2 suppliers  ….  Tier N/ Material

Supplier Registration Page:
• The system interphase is available to be used in Chinese or English

• Suppliers must provide the marked information
• Enterprises based outside China do not require to provide any “Institution Code”. Their DUNS
number can be entered in that space
• The supplier must check their spam/junk mail too once registration request is sent by their
customer
• The system works best on Internet Explorer. Pop-ups should be allowed
• For system access related concerns, users may get in touch with CAMDS help desk
The CAMDS user manual may be of help for first time users as it contains information on how to create
components, semi-components as well as materials

3.2 Basis of the CAMDS and its requirement
All the substances that can be used in auto parts are listed in the GADSL ("Global Automotive Declarable
Substance List"). It forms the basis for the declaration in the CAMDS and makes it easier for the
automotive industry to retrace the basic substances used in auto parts and to recycle vehicles in
accordance with law

The CAMDS (China Automotive Material Data System) is required for,
• All new supplier PPAPs

• Supplier Revalidation PPAPs. If existing CAMDS data does not meet latest requirements

• Customer directed update or submission to a new location
• Based on our customer’s requirement, we may require CAMDS for Service parts and suppliers
will be notified by Eaton Team. For specific Service Parts having an active customer requirement
and on-going project, CAMDS will be required

Examples of activities, where CAMDS is required:
• New released parts/NPI projects

• For sustaining engineering changes related to dimension, material and optional material, weight,
finish coating/plating/color, tooling and manufacturing location change, etc

• BOM changes, like quantity, part number replacement, obsolete parts, substitution, annual
validations etc

• Supplier change or New supplier introduction

• Any previous PPAPed part for which CAMDS data was never submitted in the past for China Auto
market
• If supplier PPAP is initiated for proto parts and proto-CAMDS data is submitted, a production
version CAMDS will have to submitted in-line with production part release

• Any special Customer directed change or any CAMDS update rendering “error/warning” to the
existing data

3.3 Eaton’s CAMDS (China Automotive Material Data System) Standard Requirements
Part composition information in the CAMDS must be supplied two weeks in advance of the PPAP
submission, the data must be submitted to respective Eaton Plant CAMDS (China Automotive Material
Data System) organization ID# as mentioned in the PPAP Request letter or as mentioned by supplier
contact from Eaton

In addition to CAMDS Recommendations, review the part data internally against the listed check items,

 CAMDS data should be submitted per Eaton Drawing Rev. and Bill of material rev. for which PPAP
is initiated

 Machined parts shall be submitted as “components” while casting/forging shall be submitted as
“semi-component”. And any materials/oil/grease/lubricant/plating etc. shall be submitted as
“materials”
 Restrict part weight deviation to less than 2% else the system will show an error. If there is a
discrepancy in drawing weight and actual physical weight, it is recommended to report actual
physical weight/system calculated weight in CAMDS
 Coating/plating, paint, oil, lubricants, adhesive/sealants should be reported in CAMDS if present
in the finished end product that goes into assembly

 Report appropriate material name for all materials. And Norms/Standard and Standard material
number for material classification 1 through 4. For Thermoplastics and Elastomers report symbol
per applicable Standard

 For colored thermoplastics, report color per appropriate “color masterbatch” material structure

 Ensure that name of the material represents type or category of material, example carbon steel
SAE1010, PTFE, NBR, Top coat, Adhesive, Lubricant etc. Trade name and material name shall not
be same

 Word “Copy” should not appear in material name/component name or any section of submission

 A material should not have child material nodes unless those child nodes are blended/molded to
form a homogeneous whole such as plastics with color masterbatches. The parent node must be
either a semi-component, component or removed and only the child materials remain. Example,
Zinc coating on steel or paint layers cannot be reported as a material with sub-materials, as the
top material is not homogeneous

 Materials should preferably be classified according to their composition and not to their
application. The classification system for materials in IMD-system is a mixture of composition
(Substances in the material -- production classification 1 through 4 and 7), (Properties --
classification 5) and (Application -- classification 6, 8 and 9) of the material. Please select
appropriate material classification

 Submit CAMDS data without “Errors/Warnings”. The entered data can be checked for
errors/warnings by clicking on the “Check” button at the bottom of the data reporting space

 In “recipient data” (pop-up window), report correct supplier code or DUNS number and Eaton
drawing details (rev., release date) per PPAPed drawing revision

 Ensure Eaton drawing part number appears in customer’s part number field in recipient data
window

 For parts with different sizes example, washers, O- rings etc., if the supplier is submitting Eaton
more than one size, unique CAMDS (China Automotive Material Data System) ID#s are required
for each size of a part number

 The CAMDS data must be in “send mode” and not in “edit mode” or “internal release” mode for
Eaton team to validate

 The designated component name by customer in the “recipient data” must be in English and as
per Eaton part name

 Designated component number by customer in the “recipient data” must be as per Eaton Part
number

 If CAMDS submittal is rejected, revised data should be submitted via a new version with minimum
turnaround time for approval. Rejected CAMDS will lead to partial PPAP approval and full PPAP
approval may be granted followed by CAMDS approval

 A “copy” can be created by searching for the component in “Search” option. A “copy” cannot be
created from the “sent” list of components
 CAMDS committee materials are available in search option. Published materials must be used
unless it is a special formulation. Then the material supplier must provide CAMDS report of the
material to component manufacturer
 Our customers expect first time right CAMDS data from us and we have the same expectations
from our suppliers

 In case of mentioning applications for restricted substances like Nickle, Lead in alloys the following
steps must be followed:
• Select material
• Click on “Applications” tab on the right side of workspace
• Click on “none” which will be in blue
• A pop-up window will open which will have the 3 options listed for selection

4. Risks associated in Incomplete or No CAMDS
• Delayed supplier PPAP/Timeline extension or miss

• No full PPAP approval (only interim PPAP approval)

• Delayed Shipment and its associated cost

• Delayed CAMDS submission and lack of first time right date may lead to a drop in supplier
Quality scorecard

• CAMD-system acts as an evidence for material used in the part/assemblies, conformance to
Spec./Drawing. Additionally, flags GADSL classification of substances. Lack of CAMDS data may
lead to multiple questions during supplier validation
